NOTICE of Public Hearing
Notice is hereby given that the Charles City County Wetland Board and Bay Board will hold a
public hearing on February 5, 2024, at 6:00 PM, or as soon thereafter as possible, in the
Government Administration Building, located at 10900 Courthouse Road, Charles City, VA
23030, to receive public comment on and consider the following:
WETLAND BOARD HEARINGS
VMRC 23-1953 Application by CLS Marine, LLC on behalf of John McDougall,
to install 175 ft bulkhead, place new bulkhead 18-24 inches in front of the
existing bulkhead, 2X8 tongue and groove marine grade sheet pile, 32’ 10”
diameter 20” pilings, both driven with vibratory hammer, all access by land,
backfill new bulkhead with filter cloth and fill sand to existing grade. The
property is located approximately 668’ east of an unnamed private access
easement and the site is located on the rear of the parcel fronting on the bank
of the Chickahominy River. The site location is approximately 1,002’ east of
Willcox Neck Road. The address is 9602 Willcox Neck Road and further
identified as Tax Map 44-85.
BAY BOARD HEARINGS
CBPA-01-2024 Application by CLS Marine, LLC on behalf of John McDougall, to

CPBA -02-2024 Application by Blue Ridge Power LLC on behalf of Keydet Solar Center
LLC, to install proposed improvements to widen Haupt’s Lane with approximately 0.02-
acres of additional gravel roadway as part of the Haupt’s Lane Bridge replacement
project as required by the special use permit number 05-2022 and 0.39-acre RPA
disturbance for stream crossing, and 2.83-acres for RPA disturbance for overhead
electrical line and power pole(s) installation.
