Notice of Public Hearing
Notice is hereby given pursuant to Section 28.2-1302 and Chapter 14 28.2-1400 of the Code of Virginia,
that the Northumberland County Wetlands Board will hold a public hearing in the Sheriff’s Office at 195 Judicial
Place in Heathsville, Virginia, on Tuesday, September 12, 2023, commencing at 7:00 P.M., to consider the
following application for wetland and/or coastal primary sand dune and beach permits:
1. Request by Walter Lynch (V.M.R.C. #23-1709) to install 295 linear feet of riprap sill and
install 82 linear feet of riprap revetment to replace an existing bulkhead and install 37
feet of new riprap revetment along the shoreline of Wilkins Creek and Tax Map Parcel
#2-(1)-89 on Mundy Point Road.
2. Request by Patrick Metcalf (V.M.R.C. #23-1698) to conduct a dredge of 700 cubic yards
and install the sand landward of the existing breakwater and to make improvements to
an existing rock groin and breakwater along the shoreline of Taskmaker Creek and 672
Taskmaker Lane.
3. Request by Zapata Haynie Corp. – Omega Protein, Inc. (V.M.R.C. #23-1783) to
construct a 194 linear foot replacement timber bulkhead, replace existing wharf in the
same footprint and for additional channelward encroachment of a permitted timber
bulkhead along the shoreline of Cockrell Creek and 810 Menhaden Road.
The applications requesting the proposed permits are on file in the Office of Building and Zoning
at the Old Courthouse in Heathsville, VA, where all interested parties may view and inspect the
