I applaud the Air Pollution Control Board and the Department of Environmental Quality for their work to address this critically important issue for the Commonwealth.  I approve this regulation to proceed to the proposed stage for public comment.  In considering this public comment and any changes for a final regulation, I ask that the Board also consider the potential for the Department of Environmental Quality to directly auction carbon allowances in addition to the proposed consignment auction format.
