Purpose of the meeting
The Virginia Department of Environmental Quality (DEQ) is establishing a technical advisory committee (TAC) to assist in development of Total Maximum Daily Loads (TMDLs) in Culpeper County. Mountain Run, from the outlet of Lake Pelham to the confluence with the Rappahannock River, is identified on the Clean Water Act §303(d) List for not supporting the fish consumption use due to the presence of polychlorinated biphenyls (PCBs) in fish tissue and in the water column. The Virginia Department of Health has issued a fish consumption advisory for Mountain Run from the Route 15/29 bridge crossing downstream to the confluence with the Rappahannock River. Additionally, two unnamed tributaries to Mountain Run in the Town of Culpeper are identified as impaired due to the presence of PCBs in the water column. A TMDL is the total amount of a pollutant (i.e. PCBs) a waterbody can receive and still meet water quality standards. To restore water quality, pollutant levels must be reduced to the TMDL allocated amount. Federal and state laws require TMDL studies to be performed for all impaired water bodies. The TAC for this study will provide technical input and insight of local and regional issues related to the PCBs impairments noted above. The first TAC meeting for this project will be held Tuesday, January 12, 2021, from 1:00 p.m. to 3:00 p.m. Given the existing State of Emergency related to the COVID-19 pandemic, this meeting will be held entirely virtually. All meeting attendees are encouraged to access the meeting using a computer to view the meeting visuals. Attendees may also use a phone for audio to avoid possible interruptions in computer audio. In the event that the Governor’s State of Emergency is lifted, the meeting will be held on the same date and time at: DEQ Northern Regional Office, 13901 Crown Court, Woodbridge, VA 22193.
