Purpose of the meeting
This is the first public meeting on the development of the TMDL to address the PCBs for Mountain Run and two of its unnamed tributaries in Culpeper County. The Department of Environmental Quality (DEQ) seeks written and oral comments from interested persons on the development of Total Maximum Daily Loads (TMDLs) for Mountain Run and two of its unnamed tributaries in Culpeper County. The following stream segments are listed on the 303(d) TMDL Priority List and Report as impaired due to violations of the State’s water quality standards for polychlorinated biphenyls (PCBs): Mountain Run in Culpeper County: 24.53 miles, from the outlet of Lake Pelham downstream to the confluence with Rappahannock River. Unnamed Tributary to Mountain Run (stream code 3-XBE) in Culpeper County: 0.6 mile from the perennial headwaters to the confluence with Mountain Run. Unnamed Tributary to Mountain Run (stream code 3-XIH) in Culpeper County: 1.12 miles from the perennial headwaters to the confluence with Mountain Run. Section 303(d) of the Clean Water Act and §62.1-44.19:7.C of the State Water Control Law require the DEQ to develop TMDLs for pollutants responsible for each impaired water contained in Virginia’s 303(d) TMDL Priority List and Report. A component of a TMDL is the Waste Load Allocation (WLA); therefore, this notice is provided pursuant to §2.2-4006.A.14 of the Administrative Process Act for any future adoption of the TMDL WLAs. Given the existing State of Emergency related to the COVID-19 pandemic, this meeting will be held entirely virtually. A computer or a telephone is necessary to participate virtually. All meeting attendees are encouraged to access the meeting using a computer to view the meeting visuals. Attendees may also use a phone for audio and a computer for visual to avoid possible interruptions in computer audio. Although the use of a phone for audio only participation is possible, since the meeting will rely on visuals, audio only participation is discouraged. The URL to register for the virtual meeting is provided at the end of this notice. Once registered for the meeting, registrants will receive an email with the URL and telephone information to participate in the meeting. If meeting attendees experience any interruption in the meeting broadcast, they should call the technical support line that is also provided with the access information. Note, in the event that the Governor’s State of Emergency is lifted, the meeting will be held on the same date and time at: DEQ Northern Regional Office, 13901 Crown Court, Woodbridge, VA 22193. The public comment period will begin on January 14, 2021, and end on February 16, 2021. A technical advisory committee (TAC) to assist in development of this TMDL will be established. Persons interested in assisting should notify the DEQ contact person by the end of the comment period and provide their name, address, phone number, email address and the organization represented (if any). Notification of the composition of the panel will be sent to all applicants. Information on the development of the TMDLs for the impairments is available upon request.
