Purpose of the meeting
PURPOSE OF NOTICE: To seek public comment on a Draft Permit and post the public hearing date for a facility renewing a hazardous waste management permit in Elkton, Virginia from the Virginia Department of Environmental Quality (DEQ). PUBLIC COMMENT PERIOD: March 18, 2013 to May 2, 2013. PUBLIC HEARING DATE: April 17, 2013 at 7:00 PM in the Elkton Elementary School Library, 302 B Street, Elkton, VA 22827. PERMIT NAME & NUMBER: Renewal of Hazardous Waste Management Permit; EPA ID No.: VAD001705110 PERMIT APPLICANT: Merck, Sharp & Dohme Corp., Stonewall Plant (Merck) FACILITY NAME & LOCATION: Merck, Sharp & Dohme Corp., Stonewall Plant, 2778 South East Side Highway, Elkton, VA 22827-0007 PROJECT DESCRIPTION: Merck applied to renew its hazardous waste management permit on October 7, 2011, with revisions dated October 30, 2012 and December 11, 2012. The site is located in northwestern Virginia, approximately three miles southwest of the town of Elkton in Rockingham County. During the permitting process, Merck successfully clean closed its Container Storage Facility hazardous waste management unit (HWMU) with approval from DEQ on November 13, 2012. Furthermore, post-closure care of the closed Landfill has been terminated and the Virginia Solid Waste Management Regulations (VSWMR) Permit #183 was revoked by DEQ on December 7, 2012 with the stipulation that remaining groundwater impacts be addressed under site-wide corrective action. Thus, the current Draft Permit will only include site-wide corrective action (CA) activities. The USEPA issued a Final Decision and Response to Comments (FDRTC) in April 2001 that specifies the final remedies for site-wide bedrock groundwater, as well as for six source areas that were identified during the RCRA Facility Investigation (RFI). These six source areas had historical activities and overburden contamination that are believed to have contributed to the bedrock groundwater contamination at the Site. The six source areas, characterized as Solid Waste Management Units (SWMUs) and Areas of Concern (AOCs) include: Landfill SWMU, AOC South, AOC North, Skimmer Pond SWMU, Solvent Burning Pits SWMU, and Waste Pits SWMU. An updated Corrective Measures Implementation Plan (O’Brien & Gere, 2012) was submitted to the DEQ providing the current status of corrective measures at the Site, which are summarized in the Draft Permit. HOW TO COMMENT: DEQ accepts comments by postal mail, fax, or e-mail. All comments must include the name, address and telephone number of the person commenting and be received by the DEQ at the close of business on May 2, 2013 at 5:00 PM. The public may also write to the contact person at the address below to be added to the facility mailing list. The public may review the draft permit, fact sheet, and application at 3 locations: Massanutten Regional Library, 174 S. Main Street, Harrisonburg, VA 22801; the DEQ Valley Regional Office, 411 Early Road, Harrisonburg, VA 22801; or at the DEQ Central Office, 629 East Main Street, Richmond, VA 23219 (by appointment).
