There is little need for 'regulation' at this time.

In this desperate time of need, to regulate such an industry would be negative.

It would be better to simply 'monitor' and 'study' the impact at this time, 

then log, categorize and study the pros and cons of the industry..

Big wing is more in need of regulation than small wind.
