My proposed change to EO 17 falls under the General Principles section. As a general principle of a public body that is in existence, should be that they are readily available to answer questions from the citizens of this Common Wealth. Not just available through email, but in person and especially by phone. At this current time it is impossible to talk with anyone at any time, at best you will get a voicemail which never gets returned.  I propose that a new line be entered into the General Principles section that states this entity shall always be easily accessible by any media within reasonable working hours.
