Save the Bay - but do not rush to implement these flawed regulations
 

No one would argue that the Chesapeake Bay needs protection - but these regulations will not solve the problem.  The cost to implement new controls on development are too expensive to be effective, so developers will find a way to avoid them or transfer that cost to others.  Studies performed by other state agencies, local governments, private developers and the engineering community have consistently arrived at the same conclusion.  Fundamental changes to land use patterns, agricultural practicesand transportation mode choices will have far greater benefit to our natural areas and watersheds than these one-size-fits-all criteria and regulatory restrictions.

Virginia faces growth pressures because it is an attractive and generally affordable place to live, work and raise a family.  Developers respond to the demands of the market and they need to be encouraged to build quality, low-impact development.  The regulations, as currently written, will encourage them to do the opposite and will destroy the quality of life that we all enjoy.
