I hear and read the term "undue burden" used repeatedly. I find it ironic because I believe the Chesapeake Bay and it's tributaries would use that exact term also if they had a voice.

There is the real world and there is the human world..... economic justifications are part of the human world, not the real world. The planet HAS to come first.... I firmly believe that we need it.... and I'm almost certain future generations will need it also.

It is a shame that we have to force people to clean up their act.
