A Step in the Wrong Direction
 
I think that this proposed regulation is a step in the wrong direction at a time that our state can not afford to be implementing legislation that might further hurt commercial and residential development.  Regardless of where it started, this recession and the steps our government has already taken are not working.  The slow-down is commercial & residential construction is playing a large part in the lethargic pace of the economic recovery.  Now is the time to consider smart development and implementation of means that make it economically appealing for builders/developers to implement new and/or alternate water quality strategies.  We should not be considering legislation that will further suppress the current state of development.
 
 These regulations will do more harm than good.  They will make it even more difficult for development to occur in this strained economic environment and they will encourage urban sprawl (which is completely counter to the tenets of new urbanism and smart growth).
