Consider the economic costs of this proposal.
 

This proposal will lead to a cumbersome and expensive bureaucracy for tracking hours,  approving training, and adjudicating disputes over whether or not specific training meets the requirement.  It will also create a cottage industry focused on providing “continuing education” for a price.  That combination will promote one more inefficient drag on every business in the state that employs licensed engineers at the very time that Virginia is promoting itself nationally as a business friendly state.  I wonder what the impact would be if every other regulated profession in Virginia would be required to meet a similar requirement.
