I support the CEU/PDH requirement. Rather than create a complex system, please consult with other states that have already implemented the requirement. Latitutde for determining what qualifies normally lies with the license holder. Flexibility to select from formal seminars/college classes, training offered by industry, the preparation of and delivery of seminars [usually allowed at a 2:1 ration--if you present for one hour you claim 2 hours credit], attendance at professional society meeting where there is a speaker [i.e, ASCE monthly meeting, Society of American Military Engineers, VSPE, American Society of Highway Engineers, etc.], etc. Make it flexible and encourage license holders to participate with their colleagues which is very important to our profession. I would not want to see the requirements implemented as a means to restrict licensees to attend college courses and professional seminars at expensive fees or require prequalification of courses/seminars. I am licensed in 13 states and all that require professional education to renew my licenses do not limit the what and how. I have been audited in Iowa and all my seminars, presentations, attendances were acceptable as long as I could prove I attended [hotel and travel receipts were not allowed--an email, letter, certificate, my speakers notes were acceptable validation].
