Rationale used by the Virginia Attorney General to revoke CHP reciprocity demonstrates both his lack of logic as well as his knowledge as Mark Herring attempts to create such a regulation.  

If this is the kind of logic Mark uses in his other legal endeavors, the state of Virginia is in serious trouble.
