The Governor is acting in color of law

How is it possible that the Governor, the servant (Article I, Secton 2, Constitution of Virginia) deprive the people, the owners of government (Article I, Preamble, Constitution of Virginia) of the unalienable right to bear arms (Article I, Section 13, Constitution of Virginia)?

Is the servant greater than the master?
