Is there any evidence that this Regulation will Enhance Public Safety?

Why is it that most mass shootings occur in places where gun are already prohibited? Past experience seems to indicate that people who commit these crimes will not obey any laws and regulations that prohibit guns. In which case it appears that all this regulatory action will accomplish is to deny law abiding citizens (and the people who work in these buildings) the right to defend themselve. This does not enhance the public safety. Instead this is just another useless "feel good" regulation that in fact makes things worst instead of better. Does anyone really have any evidence to the contrary?
