It makes no sense to ban concealed-carry permit holders from carrying, as they are proven to be law-abiding citizens. And it is only the law-abiding who will obey gun bans like this. No madman, terrorist, or criminal would ever pay attention to this regulation. After all, the penalty for committing murder in VA is already death in many cases. In light of that, what additional deterrent would this regulation possibly be to commit murder by evil doers?
