Proposed changes promise complexity, chaos, stress and increased costs

I agree with Lucy Beadnell of ARC, Moms-In-Motion, Han and Bryan and a long list of other commenters.  Virginia should not replace a functioning system with an untested one that promises harmful chaos. Virginia should not jeopardize support to individuals who have been qualified over and over again.  Most individuals who receive waivers will never improve or need reduced services; so why make them requalify unnecessarily? Why burden a live-in parent-caretaker with constant administrative work to collect funds for work the parent has already performed in excess?  The current system of making a live-in family caretaker clock in and out daily is silly.  Treating a live-in parent-caretaker as an employee who cannot be trusted unless he clocks in and out is unnecessarily burdensome and insulting. The parent also does not need a supervisor to prove a parent has worked the hours the parent puts in for the same reasons. Being a live-in family-caretaker is tremendously stressful and receiving some funding makes it possible to keep the individual at home.  Taking away funding or making administrative tasks too onerous for the family will result in some individuals going into more expensive institutional care.
