I am a Va commercial crabber.  I crab in the Potomac tributaries and have never never never seen a terrapin turtle here.  I understand that the main terrapin population exists in the lower eastern shore.  The excluder costs about $4 each.  Would VMRC pay for this in all my 170 crab pots.  I am all members of the Va Twin Rivers Watermen's Assoc say no to this idea.
