If TEDs are required for recreational gear, which is FAR OUTNUMBERED by commercial gear, commercial gear should also be required to have them. Commercial gear is also placed in a far-wider area then recreational gear, which is often found close to populated shorelines. 

Given the amount of gear and its far spread location, the gear is inherently more susceptible to turtle by-catch.
