We have been down this road before. Many people have spent a ton of time on this subject in the past. It is way to expensive for a commercial person to use. It has been proven that these excluders will not allow a BIG Jimmy Crab to enter the pot.  It will cut harvest at least by half. The funnel of the Crab pot makes a difference in a person's catch. The impact of requiring us to use this will have a devastating economic impact for the very few turtle's this would possibly save.
