Retail stores should be allowed to fill growlers for off-premise consumption. Many craft breweries do not have the capabilities or capacity to be able to bottle their beer. Allowing growler fills in retail stores will be great for business and great for the economy. Getting these smaller breweries a chance to compete by having their product in more locations will allow them to expand and create jobs which in turn, will pay a higher dollar value in tax which is collected by the state of Virginia. It's a win win win situation for everyone.  The consumer gets the product they want, the retailer makes the profit from the sale, the brewer will be able to push more product and expand and create jobs, and the state will collect more tax.
