Increase in license fees
 

While I understand computer implementation and the problems inherent in purchasing pre-packaged software... installation cost and modification should have been considered in the needs analysis, prior to purchase or signing of the service contract. 

A 27% to 30% increase in licenseing fees across the board forever is an overstatement of the financial need.  Once the software is functional, if in fact  there are quality people in the development area the cost should diminish. In a market where most of us are experiencing increased costs and reduced revenue due to historic unemployment and loss of client based residual income ... to make a proposal of such breathe-taking and sweeping largess is placing undue burdon on the licensees. 

I suggest you reduce the administrative burden within the department, make recommendations for policy reduction that causes this increased burden spoken of in the document (753-755) and start using e-mail.  Considering I have received emails from the DPOR in the past, and I have not changed my email, I can't understand why I received a snail mail postcard ... talk about unecessary expenses.   The WV Board of Massage Therapy has one of the easist and most functional web-sites I have seen nationwide.  I suggest a review of that site and see how to impliment simplicity and reduce duplication and triplication.  You could even set up a client file  managed by the active licensee for address, phone, and e-mail.  And when notification is required the DPOR can email it with a priority flag if necessary. Put the responsibility of notification on the licensee, by keeping their file current.  However I would suggest more than 72 hours notice for a public hearing in Richmond.  I just received the postcard Friday evening and I am working all day Wednesday so to attend I would have to cancel all my clients.  A couple three weeks notice would be nice since in this client service based business, we book our clients four to six weeks out.  In fact I am booking into February already and I am sure I am not the only person who requires more notice to interface with the DPOR.
