Goals of Regulation To protect public health and/or welfare with the least possible costs and intrusiveness to the citizens and businesses of the Commonwealth.

To control the discharge of sewage and other wastes from both documented and undocumented boats and vessels on all navigable and nonnavigable waters with the Commonwealth, within boundaries establishes in the Clean Water Act, in order to protect the public health.
