Does the regulation meet the following goals? - To ensure that VDOT complies with state statutes concerning designation of Scenic Highways and Virginia Byways (Section 33.1-62 et seq.); and - To protect the public's health, safety, and welfare with the least possible intrusiveness to the citizens and businesses of the Commonwealth. 2.
