This action is exempt from the executive branch review process.
This regulation is part of the VDOT's Department Policy Memoranda Manual. It sets forth the rules and procedures VDOT will follow in evaluating requests to use State-owned facilities for activities unrelated to the assigned work of employees.The Office of the Attorney General has found that this regulation is exempt from the APA under 9-6.14:4.1 C2 (effective 10/2001, 2.2-4006 A2).

Exempt from APA Yes, changes to this chapter of the VA Administrative Code are exempt from the Administrative Process Act. The normal executive branch review process is not required.

1. Does the regulation meet the following goals?

- To ensure the efficient and effective operation of VDOT facilities; and
- To protect the public's health, safety, and welfare with the least possible intrusiveness to the citizens and businesses of the Commonwealth.
