Description Section 9-6.14:7.1 of the Administrative Process Act (APA) requires each agency to develop, adopt and use public participation guidelines for soliciting the input of interested persons in the formation and development of its regulations. Such guideliens shall not only be used prior to the formation and drafting of proposed regulations, but shall also be used during the entire formulation, promulatoin and final adoption process. Furthermore, §10.1-502. of the Code of Virginia authorizes the Virignia Soil and Water Conservation Board to promulgate regulations necessary for the execution of its functions.
