Action Summary The purpose of the proposed action is to provide guidelines for the Virginia Department of Social Services (VDSS) to use in evaluating organizations for designation as a community action agency. The guidelines will be used by VDSS in making its recommendations to the Governor for designation and funding of new community action agencies.
