General Information
Action Summary The purpose of the proposed action is to amend existing standards for licensed independent foster homes to clarify the intent of some of the regulation and to incorporate changes made in the Code of Virginia as a result of the recodification of Title 63.1, effective October 1, 2002. Proposed amendments include: allowing "placement agreements" thereby allowing parental retention of custody; allowing children to remain in the independent foster home "no longer than six months" in certain circumstances; updating medical requirements; clarifying capacity; revising standards regarding physical restraint and time-out/separation; strenghtening requirements surrounding care of infants; updating safety requirements; clarifying exceptions; and, including language regarding respecting diversity and the responsibilities of the licensee.
