Description of Proposed Guidance Document Changes
This guidance memo serves as an addendum to Trading Nutrient Reductions from Nonpoint Source Best Management Practices in the Chesapeake Bay Watershed: Guidance for Agricultural Landowners and Your Potential Trading Partners. The purpose of this addendum is to provide updated nutrient and sediment credit values for conversion of agricultural and developed lands to less intensive uses for use in the nonpoint source nutrient trading program. Updated credit rates for are now provided for each HUC 8 within the Chesapeake Bay watershed rather than by tributary east and west of I-95. These new rates were obtained using the Chesapeake Assessment Scenario Tool (CAST). For areas outside of the Bay watershed, rates were calculated as an average of all Bay values for each pollutant and type of land conversion. In this update, pasture and hay were combined as a single land use type for assessing historical use. Additionally, a new table is provided to estimate sediment reductions associated with previously released phosphorus credits for which sediment credits were not released.
