Description of Proposed Guidance Document Changes
This Directive transmits to field personnel the annual exemptions and limitations for VOSH enforcement activity under the federal Appropriations Act. Attached as Appendix “A” is the annual listing of the North American Industrial Classification System (NAICS) codes for industries with a Days Away, Restricted, or Transferred (DART) occupational injury and illness rate below the most recent available national private sector rate from BLS. This rate is 1.5 for 2017. This Directive also includes a memorandum which clarifies OSHA’s longstanding position on the limits of its authority to conduct enforcement activities on small farms.
