Description of Proposed Guidance Document Changes
This is the Operations Manual for the Senior Community Service Employment Program (SCSEP). The SCSEP is a participant centered program designed to provide and promote useful work training experience opportunities for economically disadvantaged persons age 55 or older and to facilitate the transition of job-ready participants into unsubsidized employment in public organizations and private-sector businesses and industries. SCSEP activities are authorized under Title V of the Older Americans Act of 1965, as amended, and are administered by thirteen national sponsors, the 50 State governments, and most of the U.S. territories through grants from the U.S. Department of Labor (DOL).
