Medical Testing and Lab Service:I am concerned about "additional costs."  For the many woman who are already in financially tenuous conditions, an "additional cost" may be impossible to pay.  Performing the abortion successfully from start to finish should be an all inclusive price.  Thus the mother/woman would not be put into a compromised postition.

Emergency Service: Striking the need for an established relationship with a hospital is concerning.  Can patients be assured that an adequate emergency plan is in place at all Virginia abortion centers without this requirement?
