Owner consent for veterinary student practice on animal patients

It's odd that we're even having to talk about this simple issue. Who can not understand that pet owners want to know that the person working with their animal is licensed to do their work? Permission must be requested from pet owners in order for student vets to treat their pets for any procedure that would routinely require licensure. Signs posted about the premises hardly qualify as notice, and they certainly don't qualify as permission. It's baffling that this is even an issue since the resolution is so straightforward: notify and request permission on an individual basis. Why would a veterinarian not take these basic steps out of courtesy, much less out of ethical and legal consideration?
