I think there's only one response to this suggested regulatory action:  The performance by a student of any task which ordinarily requires licensure should require owner consent, not just notification.   I'm not sure why you think a student is an adequate substitute for a licensed doctor, but, let me assure you, it's not acceptable for me nor my pets.  Thank you for the opportunity to comment.
