I am a VA citizen that opposes this petition. Shelters resources are limited as is. If this were to pass the animals would be the ultimate ones to suffer. The current laws allow FOIA requests of the same information. There's no need to change the process and burden tax payers with one delusional persons attempts of grandeur.
