As a Virginia resident, I want to know that public and private shelters are doing all they can to reunite pets with their owners and if no owner comes forward, provide an adequate opportunity for the animal to find an adoptive home.  I am sickened by the number of shelters with zero adoptions and zero transfers..  Exactly what is VDACS doing to encourage these shelters to adopt or transfer animals?
