I strongly oppose any change that would require owner consent to allow students to treat patients. There are already laws in place that require supervision of students and provide recourse if adequate supervision is not provided.  Adding this paper work and "red-tape" will severely limit the experiences veterinary and veterinary technology students receive in practice.  How can this be a good idea?  Is it not best that students gain as much experience as possible while working under the supervision of licensed individuals before, in the case of veterinarians, they are allowed to practice on their own?  

In addition, requiring owner consent to allow DVM interns and residents to treat patients is completely ludacris as these individuals are just furthering their education and experience but are otherwise considered legally qualified to treat animals without supervision.
