Is this really what you want?
 

Vet students and Vet Tech students rely on the good will of clients in order to hone the skills that they have already learned and practiced in school. They are not going into the workplace blind and ignorant, but are going into the workplace for real life experience to extend the realm of their education. They are not unsupervised as they do this. Currently in Virginia lay people off the street are permitted to perform many tasks on your animals with absolutely no training whatsoever. I personally would rather have someone who has been taught the proper way to do things and practiced on both models and on animals in an educational setting deal with my animals. If you tie the hands of veterinary practitioners in this manner, they will likely choose not to bear the burden of hosting a student extern, in favor of utilizing uneducated help instead. Is this really what you want?

In addition, both veterinary interns and veterinary residents are graduated veterinarians. They could just as well be a practicing veterinarian in their own hospital in your community. Taking away their ability to perform tasks they are already permitted to perform is ludicrous.
