If the reason to allow an uneducated person to provide patient care is to service under served areas, then perhaps the solution should be to train educated hygienists to restore teeth in under served areas. Perhaps the person who stated "we trained them in the military and it worked" could explain to me why when I saw newly retired military personal , I had to tell that not only did they have periodontal disease, but they were losing their teeth! They were floored. It was the first time they have ever heard of it, and they had been regularly seen by military dental personal. It sounds as if the only thing trying to be accomplished is saving the dentist money, and replacing an RDH her with a DAII. That's in the best interest of the public? I highly doubt it.
