Having read about the proposed changes to the absentee ballot application process, I don't understand the problem.  Is it possible that the Registrar's review of the application is confused by same or similar names when it has the last four numbers of the SSN as well as the birth year? Also the telephone number, in case the solution isn't obvious?  

Taking the draconian step of invalidating an absentee ballott app because of non-material issues which could easily be resolved is unconstitutional.

Also, is there data/evidence which supports the theory that there is a problem here?  The real problem is low voter turnout.
