As a retired Registrar and now electoral board member, I believe that the current rules on non-material omissions are fair and sufficient.  These new regulations are trying to remedy a problem that does not exist.  Please please  focus on the "whereas" statement introducing these regulations:  the absentee ballot shall not be rendered invalid if it contains an error or omission not material to its proper processing.
