There should be no restrictions when the identity of the voter is easily apparent and no other voter of the same name has submitted an absentee ballot or attempted to vote on election day.  We should be finding ways to increase the percentage of population voting rather than attempting to prevent their voting.  A democracy is strongest when the highest number of citizens participate and feel they have some input to the decisions of the society as a whole.
