Health Standards are made to protect guests (the women in abortion clinics).  If I opened a restaurant, and the Health Inspectors allowed me to run it without washing my hands after going to the bathroom, not having to cook meat to a specific temperature to prevent sickenss, and allowing rats and mice in my kitchen, because I have "Special Operating Conditions", noone would want to go there, nor would it be safe.  Get rid of "Special Operating Conditions" for abortion clinics and make them comply with all standards for other health providers.
