Protecting women's health should be a high priority.  This isn't just about abolishing abortions, it is about making sure that this medical procedure is safe by following the regulations that all healthcare facilities must follow before performing procedures.  This makes sense if you think of it along those lines.  Too many women have been hurt by slip-shod organizations that care only about making big bucks and not providing a quality service.  The legislature followed the wishes of their constituents and made sure that these abortion "mills" follow proper medical guidelines.  Please think of the health of women when thinking about "aborting" the guidelines legally established by the legislature.
