It is most important that facilities which perform invasive medical procedures be regulated.  This works to save the live and health of the woman.  It doesn't make sense to allow abortions to be performed in unregulated facilities.  The history of these facilities bears out the fact that unregulated centers are not clean and sloppy methods are used in the care of the patients.
