Use of physical restraints on pregnant inmates.

I was outraged to hear that physical restraints are currently allowed on pregnant inmates during labor and delivery.  Having delivered three children over the years, I can assure you that a woman who is in labor and delivering is not likely at risk of escaping from the hospital in which she is confined.  I understand that there is consideration passing a regulation to eliminate this cruel and unnecessary practice.  Please pass this measure as soon as possible and insure that it is implemented immediately. Thank you.
