I fully support the proposed change and think policy should have always applied equally.  Currently two families with the same income or resources that exceed the gross limit but one family has all US citizens or eligible aliens and the other family has individuals that are ineligible due to alien status will have different outcomes.  The first houshold will be deined for excess icnome the other household will have the income and resources prorated with the possibility that the prorated income falls below the limit.  No equality.
