The SCOP program is not a LE program. It is its own unique entity and should be treated as such in law and regulation. Making SCOP's comply with LE provisions, but treating them with deference in law amounts to no more than continued corrupt and contemptible behavior.

Special Conservators of the Peace (SCOP) - are not Law Enforcement.  DCJS and VACP have fought to prohibit SCOP's from becoming Law Enforcement and using the word Police.  

Insurance - a General Liability Policy in the amount of $500,000 provides the same level of insurance of protection and is easily accessible to private industry.  Requiring a "Law Enforcement" insurance policy, that is not accessible to private industry, is cost prohibitiive, burdensome and not private industry available.   There is NO need to change the "type" of coverage from the existing "GL" policy to a "LE" policy - SCOP's are not Law Enforcement by Code Definition, by Regulation and by Legislative design by those who recently changed the Bill.  

Making this change does nothing other than make it more difficult for private industry to provide a much higher level of service to the public, causing un-neccessary burden and hardship while jeopordizing public safety at a time when public security is at its highest.
