Purpose of legislation
Amends the land application of biosolids statute in several ways: requirements for site specific nutrient management plans; procedures for prompt investigation and disposition of complaints; special permit conditions; evidence of financial responsibility of permit applicants; certification of sewage sludge land applicators; and local enforcement of regulations.
